I am reporting a recurring safety defect in my 2015 Subaru Forester (VIN: [XXX] ) that directly relates to Recall WUM-98 / NHTSA Recall 19V-701 (Occupant Detection System wiring harness). Original Recall (2019–2020): The Occupant Detection System (ODS) failed, disabling the passenger airbag. Subaru performed the recall remedy at that time. Reoccurrence (August 2025): The exact same defect reappeared. The SRS airbag warning illuminated and the passenger airbag was disabled while my wife was seated in the passenger seat. Subaru of Lancaster County (PA) initially reported no error, but when I retrieved the car, the warning illuminated immediately. Repair: On August 28, 2025, the dealer replaced the ODS wiring harness at my expense ($440.73). Since then, the issue has not reappeared. Concern: This is the same safety defect already subject to Recall WUM-98. I believe the original recall remedy failed to permanently correct the defect, leaving owners vulnerable to reoccurrence and forcing them to pay out-of-pocket for a known recall-related safety failure. I request NHTSA’s review to determine whether Subaru’s recall remedy is adequate and to ensure owners are not unfairly charged for repeat repairs of the same defect. This complaint is in relation to a 2023 Subaru Forester. The car was purchased new at White River Subaru in White River Junction, VT less than two years ago. Before it reached 30,000 miles the following problem has arisen 1) rusty brakes and pads 2) a wheel bearing had to be replaced 3) a faulty tire pressure gauge. However, must concerning, I noticed greasy film was forming on the inside of the windshield. I took it dealership and was told there was an AC leak in the engine bay. The service shop told me the substance on the windshield was condensation. I do not believe this to be true. The substance created a visible film across the glass, when it did met with condensation and cold it turned a solid milky color with almost no visibility through the windsheild. When touched the film smudgles and has a greasy texture. I am concerned as this has serious health implications.

I am writing to report a serious safety concern involving my '22 Subaru Forester, which is equipped with the Auto Start/Stop feature. This issue created a dangerous driving situation that could have resulted in severe injury or death to myself, my family, or other drivers on the road. While driving on the highway, our Forester's Auto Start/Stop system malfunctioned causing the engine to shut off completely while the vehicle. Specifically, the vehicle shut down in the left lane of traffic and failed to restart immediately leaving us unexpectedly immobile. Fortunately, my husband remained calm and immediately placed his foot back on the brake, placed the vehicle in park and restarted the vehicle manually by pressing the ignition button. However, had he hesitated during the confusion by not placing his foot back on the brake we could have been rear-ended, possibly by a large semi-truck which would have propelled us into the vehicle in front of us. Our dealer said the Auto Start/Stop system failing to restart the vehicle due to a weakening battery—for which there is no warning. The fact that a non-critical feature like fuel-saving Start/Stop is allowed to override the engine's operability based on battery voltage is deeply concerning. Batteries degrade over time. But a degraded battery should not be allowed to disable a moving vehicle.Having spoken directly with Subaru of America about this issue, they acknowledged and documented my case however I was told that it would be used as data for potential future action if other similar cases arise. In the meantime, no corrective action is being taken by Subaru, with me as an owner or proactively with the feature design.I respectfully urge the NHTSA to investigate this matter as a potential safety defect. The Auto Start/Stop system, as implemented in certainSubaru models (specifically the 2022 Forester in my case) may compromise safe vehicle operation when battery voltage drops below a certain threshold which is a safety flaw.

2019 SUBARU FORESTER

At a stop light, auto stop engaged. When foot put on gas, engine died and every warning light the car has appeared on the dash board. It took several tries, but I did get the car started again. Took to dealer who confirmed the incident and replaced the starter at 38, 126 miles. The fuel pump relay was also replaced. After this incident, the cancel auto stop/start button was used most of the time when driving the car. 10 months later, forgetting to engage the cancel button, and the auto stop/start working, the car once again died at an intersection. We were able to get it restarted and it went back to the dealer. They again confirmed that the starter was faulty and once again replaced it and the fuel pump relay. This occurred at 44,770 miles. Thankfully, In both incidents, we were stopped at intersections with traffic lights. The first was in a left turn lane surrounded by cars on a hill. I was able to engage the parking brake before I rolled back into anyone. The second incident was at a flat intersection. Others were stopped around us and no one was approaching us with speed. My concern is that this will occur when waiting to make a left turn at an intersection and the car would roll forward into traffic. Another concern is if highway traffic is stopped and then starts moving again. If the car stalls and won't restart, traffic around you would go forward and traffic behind them would approach your stalled car at speed. Someone is going to be killed from this problem if they haven't been already.

SRS AIRBAG LIGHT continuously switches on in the car with a passenger present. The seat has been replaced, light is still coming on and issue is not resolved. The dealer is refusing to resolve the issue with the sensor/ wiring harness and saying it is not applicable for recall repairs. This is a Safety issue that Subaru of America is refusing to address that directly impacts the safety of passengers and consumers.

The ignition key kept getting stuck in the ignition. Subaru acknowledged a defect in the shifter plate and parking range switch. They replaced it on 8/30/25 under service bulletin 16-12-18R but the dealer charged me $584.94 and Subaru North America refused to reimburse, stating that they had extended the warranty period to 2022, and therefore I was not covered for repair. However, they acknowledged that the original parts had failed for certain customers and that they had better parts available IF the original parts failed before the extended warranty period lapsed in 2022. They should have issued a recall and replaced the original parts. I was unable to remove the keys and could not secure and lock my car. I was also concerned that the steering wheel would lock up while driving.

Multiple times over the last 4 months the passenger airbag has turned off when there is a passenger occupying the seat and the SRS light turns on. The related code is B1650. This seems to be the same issue as a recall from about 5 years ago that was “fixed” and now has come back. The same code and SRS light sometimes comes on when there is no one in the passenger seat as well. It makes it unsafe to have a passenger in the seat as the airbag is turned off and it is very unpredictable.
