I received the Ez-On 303z vest brand new in the bag. It came with an instructional sheet and has a tag indicating the date of manufacture. However, it does NOT have a registration card anywhere in the packaging. The instruction sheet says "Register this transportation vest to be notified of a safety recall", but there is no indication on how to register the seat, nor is there a registration card included. I am a CPST-Instructor and know that child restraints are required to include a registration card/link, this product has neither.
